Building Energy Rating (BER) will apply to new dwellings with effect from 1st January 2007, subject to the following transitional arrangements; the operative date cited above will not apply to new dwellings for which a planning application has been made on or before 31st December 2006 and which are substantially completed* by 30th June 2008.

*Substantially completed means the structure of the external walls of the building has been completed.

The BER Certificate is an energy label for building similar to that used on electrical appliances.
